The differences are simply a matter of the amount or concentration of oils in the fragrance. The highest concentration is in perfume (or parfum). Next would be Eau de Parfum, then Eau de Toilette, and finally Eau de Cologne.

When i say perfume or aeu de toilette i insist on something which lasts for much long compared to a cologne..i had a lesson in english in which this was thought..';a perfume lasts for about 8-12 hours whereas a colonge lasts for about 4-6 hours';..anyways perfume is what you spray and colonge is what you splash!
They differ in the amount of pure perfume oil in the mixture. Cologne is the weakest as is eau de cologne, with maybe 3-10% perfme oil. Then eau de toilette, which is usually up to 30%, but usually less, and then perfume is the purest.
cologne when you go to work, perfume when you go to party. cologne is significantly cheaper as it has a lesser perfume content... you can splash cologne liberally, but doing so with perfume would be bloody disgusting.
